Out of the $46 billion, $ 35 billion is allocated to energy projects and these projects are being conducted under the energy policy of the 1990s for the Private Power Producers (IPPs). According to this arrangement, $35 billion is not a loan but investment. The remaining $ 11 billion are concessional loans, of which the interest rate does not go beyond 2 percent; Pakistan will not pay more than $ 250 million. Pakistan will have to pay back the loan over a period of 25 years. How can this be a burden for Pakistan?
